Seal of Biliteracy Program

  • The Freehold Regional High School District is participating in the Seal of Biliteracy Program offered through the New Jersey Department of Education. The program was established to recognize graduating seniors who have attained a high level of proficiency in one or more world languages, in addition to English. Students who demonstrate proficiency will receive a certificate from the New Jersey Department of Education and recognition on their official high school transcript.

    The State Seal of Biliteracy certifies that a high school graduate has:

    • Demonstrated proficiency in English by meeting English language arts graduation requirements or attained the appropriate score on the ACCESS for ELLs assessment (for English Language Learners); and

    • Demonstrated a linguistic proficiency level of at least Intermediate Mid according to the American Council on the Teaching of Foreign Languages Proficiency Guidelines, or demonstrated a level deemed equivalent to Intermediate Mid for languages such as American Sign Language or Native American languages.

    Requirements:

    In order for students to be eligible to receive the Seal of Biliteracy, they must meet certain criteria:

    • Students must demonstrate a proficiency level of Intermediate Mid in a World Language.
    • Students must demonstrate proficiency in English by meeting State high school graduation requirements in English.

    Frequently Asked Questions (FAQs)

    What World Language assessments are available?
    The following are the languages that are available for assessment: Arabic, Chinese Mandarin, French, German, Hebrew, Hindi, Italian, Japanese, Latin, Russian, and Spanish.

    What score do I need to achieve in the World Language assessment to be eligible?
    To be eligible, a score of Intermediate Mid (5 or higher) on the STAMP assessment in both Writing/Speaking and Reading/Listening level is required. For Latin, a score of I3 in the ALIRA assessment is required.

    When and where is the FRHSD administering the assessments for the 2018-2019 school year?
    The FRHSD will administer the assessments on Saturday, January 5, 2019, at Howell High School (Inclement weather date: Saturday, January 12, 2019).  Additional information about the assessment, cost, and payment methods will be provided to students following the completion of the Interest Form.  

    Is there a makeup date for the assessment?
    Unfortunately, there are no makeup dates for this assessment.      

    Do Advanced Placement (AP) and/or International Baccalaureate (IB) exams qualify?
    AP and IB exam qualify only if the test(s) was taken during the second semester of junior year of high school. Current senior students who took a World Language AP/IB exam during their junior year and scored a 4 or better and have met the NJDOE ELA graduation requirement are eligible to obtain the Seal of Biliteracy. 

    What is the cost of the assessment?
    Additional information on the assessment, cost, and payment methods will be provided to students following the completion of the Interest Form, which must be completed by November 9, 2018.

    How do I participate in the Seal of Biliteracy program?
