The Office of Planning, Research, and Evaluation

  • The Office of Planning, Research and Evaluation facilitates district projects and research related to district, school, student, and staff evaluations as well as the administration of state and national student assessments. The office also manages discretionary grants and coordinates the program planning and budgets for the federal entitlement district allocations under the Strengthening Career and Technical Education for the 21st Century Act and the Elementary and Secondary Education Act.  
    The district receives an annual federal entitlement allocation through ESEA Title I, Title II, Title III, Title III Immigrant, and Title IV. Title I serves schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards. Federal funds are currently allocated through statutory formulas that are based primarily on census poverty estimates and the cost of education in each state. Title II funds projects to increase academic achievement by improving teacher and principal quality. Title III and Title III Immigrant funding helps to ensure that children who are limited English proficient attain English proficiency, develop high levels
      of academic attainment in English, and meet the same challenging state academic content and
      student academic achievement standards that all children are expected to meet. Title IV, Part A
      authorizes activities in three broad areas: 1) Providing students with a well-rounded education, 2)
      Supporting safe and healthy students, and 3) Supporting the effective use of classroom technology.
    The district administers all statewide assessments as required by the New Jersey Department of Education including the New Jersey Student Learning Assessments and ACCESS 2.0. 
    The district administers the College Board's PSAT 8/9 and the PSAT/NMSQT to students enrolled in grades 9, 10, and 11. The district administers the ACT Aspire to selected students in grades 11 and 12. 
    The district utilizes the Marzano Focused Framework for Evaluation of certificated teaching staff and non-classroom educational service professionals. 
    The district successfully completed the Middle States Association of Colleges and School Commissions on Elementary and Secondary School Excellence by Design (Systems Version)
                      comprehensive self-evaluation and external review process in 2015-2016. 
    The purpose of career and technical education is to assist students in meeting high standards that integrate academic and career/technical instruction, link secondary and post-secondary education, and provide students with the knowledge and skills to keep the United States competitive in the global
                      marketplace. The Strengthening Career and Technical Education for the 21st Century Act provides
                      entitlement funding for approved programs in our district.
    The Freehold Regional High School District respects and values the contributions to school and community life made by local businesses, post-secondary institutions of higher learning, community organizations, and other community groups that enrich the educational potential of the overall
              community through a sharing of knowledge and resources with our district.
